For t45 i think the parts are random drop for treasury maps in savage divide and the mods the BoS npc robot vendor sells them.

Dont need to go to those 2 npc vendors as wiki says, in whitesprings you have one.

Power armor pieces PLANS (t-45,t-51,t-60, hands, legs, helmets and body) randomly drop from treasure maps when you dig the treasure also players sell em.
You can find mods for power armor plans in brotherhood of steel locations i mean their outposts at cranberry swamp
Make some friends in game so they can build any power armor for you and maybe help build a nice camp if you invite people in private team ^^
