So in simplest terms: to what extent do so-called "bad actors" take advantage of bugs in FO76 to engage with players who have opted-in to multiplayer, but effectively opted-out to PvP gameplay? (i.e. not returning fire)
but then bethesda threatened to steal a ton of things people have had for 4+ years
that soured the community
then bethesda backtracked so it recovered slightly
now bethesda is threatening to steal them again tomorrow
I would expect that for the next 3-6 months the community will be hostile and vulgar with a large portion of the senior player base deliberately griefing or worse

first their is NO opt in to multiplayer, the game is 100% multiplayer online only. You can pay monthly for a private server to just play with yourself / friends but that is it.
Pacifist can opt out of about a quarter of the pvp, it helps cut down on it, but isn't a cure all. This does make it so that you only get slap damage until you fire back... unless
Building workshops to obtain junk or just build additional bases in is one of the major pvp zones (you only get to keep them until you leave the server anyway)
becoming wanted (through bugs, taking stuff from player bases, or exploits where it gets forced on you) makes you 100% vulnerable to pvp
you join one of the pvp events (no notice that they are, they just are)
your pipboy goes to hunter/hunted
You build a camp and players decide to missile tower destroy it
That's a great point; I failed to consider current events. Player communities do sometimes ironically retaliate against fellow players when companies do bird-brained things. (recalling the infamous Elite Dangerous Fleet Carrier blockade from a few months ago)

Watch out for Trap Camps, camps specifically designed to kill you and take your junk. They usually make you squeeze through a tiny hallway to get to the vendor and kill you on the way with spike traps or radiation emitters.
Leave pacifist mode on and for the most part you'll be fine.
But overall this place is perhaps one of the most nicest gaming commuitys to date. due to many as you put it opting out of PvP with the settings lot of people just want to play the game like it was fallout 4 aka single player and so lot of people have no desire to be nasty to one another. like more well know MP culture of call of duty has.
But as you likely know any online game they will be bad apples from time to time but i've been playing for over 3 years now and i have to say these kinda people are quite rare to come by even then you can tell who is into PvP lot if their are wanted with more caps then 15 caps on their head.
But yeah lot of people just keep to themselves lot of the time and not everyone uses mics more common sight are people using the emotes you can buy/gain/get for free aka when you start.
I've played RDO for 600+ hours, GTAO for 2000+ hours and for Fallout 76 for 2200+ hours,
Rockstars communities are far more toxic than Fallout 76 by a long shot
In Fallout 76 you can avoid any kind of pvp by being in "passive mode" , so if you want to play with your son you are quite safe from anything , in RDO and GTAO if you want to run any kind of "business" to earn money/rep you were forced to play without passive mode, here that doenst happen, the only "activity" that enables pvp is to "conquer" Workshops (that have their beneficts but can be ignored)
While in RDO and GTAO everyone can wreck your gaming experience with mods and cheats, here its quite diferent, we have a fair share of "hacked weapons" users but they cant do anything to you if you are in passive (they can however be annoying in open events by killing most enemies before you do, but that barely happens, and if it does you can just server hop)
Fun fact :Also hacked weapons and legacy weapons are going to be removed from the game later today, which is probably one of the few things the community is somewhat split, some want them to stay, others want it to be removed
The Fallout 76 community is very helpfull and kind, most times you find consumables, plans, weapons, weapon mods dropped in the ground that you can aquire for free, and if you ask for help (via Voicechat)or in steam forums im quite positive most will gladly give a hand or point you in the right direction by sharing cool "weapon builds" or help you if you are struggling with quests

So, you don't like a thing/situation, log out and relog in, in a different server and that's it ... .
For the new players, there's a learning process, mean you experience things while playing.
There's a "ton" of tutorials to watch, too ... , to avoid those "bad experiences" ... .
Put yourself in Pacifist mode, so you can't accidentally hit another player, and don't claim workshops, they aren't really necessary anyway. I never have claimed one, and I keep having to bulk sale and dump out of my stash to stay below the 1200 pound limit.
Most certainly, no doubt! Been there, and frankly we do try to avoid trouble where we can (cough-Valentine-cough) haha. We do try to give servers a fair attempt, but it can get tedious after a half hour server hopping on a particularly busy night or just sheer bad luck. Very good advice, though.
