For true melee, Unarmed Gauntlet/Death claw gauntlet/Bear arm with the legendary Exploding palm perk.
Armed melee has more Legendary Perks to enhance them to my knowledge, provided you plan your build and don't mind using VATS with melee - also that you're willing to sacrifice the other legendary card spot for it (I was not). For 1 hand your best is likely a faster swing speed plasma cutter though I'm not sure if you use VATS. VATS melee is weird. Not the fun weird. For two handed it varies vastly, as a correctly made Gulper Smacker can outperform all other 2-handed weapons specifically and only in regard to the Gulper mobs (at par for ghouls).
If you go auto VATS is a lot more reasonable; try to make sure you have enhanced power attack as the standard for autos is power attack. An AP regen effect is must for a truly great auto weapon, as well.... be sure to perk Adrenaline to enjoy a true chainsaw massacre. A little too much gore for me but have at 'er n good luck.
Suppressor's/vampire's serated, in my preference.

If you want to use PA I'd suggest 2h, the War Glaive for same reasons as Plasma Cutter (Daily ops plans) or any really with 40% power attack legendary effect.
Reason is this. In PA you can have the optimised bracers mod on the arms to lower power attack AP usage. PA also gives a bonus to melee damage, around 20% I think. Sprinting into an attack counts as a power attack (most fun IMO). Spam power attacks with 2h as they are slow anyway.
The flamethrower on the other hand is a really powerful weapon and also a good option for short range combat. It is a good paring with melee builds as for melee you want the twisted muscles mutation that lowers gun accuracy. The loss of accuracy is actually a benefit as you'll cover a larger area. The downside is high fuel consumption.
A mini gun with the shredder mod and no ammo can be used as a melee weapon. Just spin it up and run into stuff with it.
If you go this route, you want to have the basher perk card equipped in strength category as it buffs shredder damage.
The reason why autoaxe pulls well ahead of shredder is because you can use VATS with the autoaxe. Outside of VATS they are probably pretty even.
Anything smaller than a Sheepsquatch melts in seconds anyway, not sure what good VATS would do except with bosses
Unstoppable monster is only available from Daily Ops random rewards. If you can't get it, get Face Breaker, a legendary power fist that is awarded very early in the Steel Reign quest line. Both weapons have the same base damage and can do +40% power attack damage.
