how many do i need to buy it? then i dont need to search until i have it
Price depends on your charisma, perks and buffs, for my low health toon with charisma 16 they cost 426 caps without other perks or buffs.
Oh, you need to be at least level 35 to use them, I don't think they even spawn on vendors if you are under that.

But good that you got your Dragon, they are one of my favorite weapons in the game and all my toons carry and use them regularly. :)
Pro tip: get another Dragon so you can always use the better one and keep rolling the other until it's better than the one you use, then you can re-roll the one you were using to get better one an so on. :) Works with all legendary rolling.
There have been changes to the vendors in that area since the game originally dropped, which may lead to some confusing documentation out there because, once on the internet, always on the internet, regardless of changes.
Here is the straight dope.
When the game originally dropped, there was a train station at Berkeley Springs that was closed up and had no vendor. It was the only train station with no vendor. There was however, a vendorbot in Harpers Ferry.
When the Purveyor was added, she was added to the train station at Berkeley Springs, and the VendorBot stayed put in Harper's Ferry.
Later on the Purveyor was moved to The Rusty Pick. (Which had previously had no vendor activity at all). When she was moved out of the station at Berkeley Springs, the vendorbot was moved from Harpers Ferry to the Berkeley Springs train station.
With the exceptions of Grafton (2), Watoga (2) Whitespring (lots) ,Foundation (4), Crater (4) and NWoT (lots). There are no locations that have more than one vendor.
I'd forgotten Pleasant Valley. And yea, I counted Foundation and Crater.....you missed my edit.
Getting back to the subject at hand, it would be so helpful if there was a way for the internet to flag content that was no longer valid due to changes in the underlying source material.
This game and conversation being an excellent example. Things change and have changed, and so many times the person who put the video up doesn't care enough to go back and make an update when it is superseded by a change.
So we go in circles trying to explain why something doesn't make sense anymore.
(Kinda like all of the Nukes and Dragons perk load outs that are still in the ether that don't take into consideration legendary perks, or even the changes to food and water requirements.)
