No it can't, explosive peppershakers are 100% legitimate, as one of the very few who had one and didn't let the dupers get their hands on it their are little to no duped copies of the guns

How does it compare to the Gauss Shotgun?
Gauss Shotgun has better range and ammo efficiency. More accurate and do more damage sustained. Unless the guy youre shooting at stands next to you. I mean really close, like looking up your nostrils and smell your breath.
You cant compare the two.
Pepper Shaker is a melee range gun. means you run full speed and kill at very close range. Then move on to the next objective. Its like fighting an "in your face" trench war sort of.
Accuracy isn't a factor with the Pepper Shaker. It's the ultimate "Spray and Pray" weapon. With VATS is can be "somewhat" accurate, but with general use, it's an area affect weapon. The magazine size makes it somewhat disappointing to me, although Quad fixes that somewhat. I've never had access to an explosive one, but they are supposed to be VERY OP.
All in all, it's a fun gimmick gun for certain occasions, but not a great mainline weapon.
