That's some pretty lousy luck.
Once you hit level 50, you can pick any cards you want.
Expert Picklock is a guaranteed option at level 19.
Master Picklock is a guaranteed option at level 40.
But you have to actually select the cards when you level up to get them. So use your next three level ups to choose them.
Alternatively at level 50 you can use your first Legendary Perk on the one that gives you +3 Picklock & +3 Hacking.
Not entirely correct.
When you level up, you pick a SPECIAL point, and then it makes you pick a PERK card. It initially filters the cards for the SPECIAL you picked. However, you can change the filter on the PERK cards to show any of the other SPECIAL points.
I do have to say I found the level up perk card system overly confusing when I started playing. So I'm not surprised people struggle with this.
Everybody makes this mistake with their first character, or first character to 50 so don't feel bad about not knowing it.
Fun fact, when the game first dropped, you were stuck with your points you picked. So put them in the wrong place and you were screwed. Then they added it where you could move a point a level once you hit level 51. Either move a point, or pick a card.
Kids these days don't know how good they have it made.
Livl 25 and Perception 7. I've only got the non-improvable +1 lockpick.
This affects all the one point cards like Aqua Girl, Good Doggy, Woodchucker, Hacker, Lockpicking, etc.
Which also means if you have an animated version of these cards you have an extremely rare item.
