How about a few different radio stations. A three dog type one, raider rock one and a Foundation one. A BOS one and an Enclave one. All with their own style of music.

Think of some of her lines and substitute a few words.
"I didn't build Appalachia radio, it doesn't belong to me. Sure I fixed some things up..."
What I hear: "I didn't build Fallout 76..." At lot of her other lines fall into a similar pattern, a specific 'diary' post.
She even comments on owning a Collectron, something no other NPC has (Sunnybots and Vendorbots aren't specific Collectrons) and is only available to players. Therefore she must be a player or dev.
Julie gets taken by supermutants. Choose to save her or let her get turned into one of them. Radio goes offline for a time. Static. Radio station comes back online and she's like: *supermutant voice* How dis work? Stupid noisy, blinking things. YOU WORK! NOW! WANT TO HEAR NICE MAN IN BOX SING!! /smash *static*
Find Julie a companion. Send her a hacked Sentry Annihilator or a tamed Deathclaw.
Fine Julie a boyfriend. Multiple locations.
List of candidates: Various assortment of raiders, settlers and other unaffiliated npcs.
