I don't even know which graphics compute API game is trying to use since it doesn't even create a config file
From other threads and Bethesda themselves the only sure fire solution seems to be to reinstall Windows... that's a rubbish solution.
Since you have 2 PCs it may be possible to find a difference in Windows updates or security settings.
From my own experience the game keeps faulting with a DCOM error in event viewer. I can get it to run after a few tries, though the issue may be unrelated.
Looking up what that DCOM does it's possible an update to Windows or Edge browser has caused Fallout 76 to be blocked from network services and hence why a reinstall or different computer works.
I won't suggest any steps as it could require registry editing and potential damage to Windows install or other programs. This is more a suggestion for further research/testing.
In short I feel the issue many are having is more network security related then hardware/software problems, but without experiencing them I can't test or research possible solutions.
Someone mentioned to delete my AppData folder for the game, and that worked! This is ridiculous.
unfortunately I've been looking into the both network and firewall settings and matched them exactly to second computer but still no results
i know it's frustrating since there is no errors and no clues
I won't be doing a fresh windows installation just for one game
So I gave up on this game entirely

There is no lingering Fallout process
Resetting the video driver with Win+Ctrl+Shift+B does not remedy
Restarting Steam seems to have worked. There was a pending update for Steamworks which might have caused this.
2. Remove the Fallout76 folder
3. Delete Steam, then download the game to another folder.
4. Link your Steam account to the Bethesda account
5. INstall the game again, and try to launch it again.
- I had this problem myself, sometimes the game works poorly on older generations of Ryzens, had no issue with the i5 6400 before switching to Ryzen, works fine but not nearly as well as on Intel. I'd recommend paying a visit to a local technician for him to run a simulation with similar hardware.
