edit: I read your post wrong...my bad. I thought it read best plan for secret service not from. Ooppsay ...LOL!
What I do use is all Secret Service armor. So, I suggest the SS armor pieces, the Buttrested mods for better Dam and Energy resists and the Deep Pocket mods so you can carry more.
With the Buttrested mods applied the Chest piece resists are Dam 115, Energy 85 and Rad 85.
The limbs are D=53, E=53 and R=53
Plus the SS Shielded Under Armor adds 15 Dam, 15 E and 15 R.
SS armor is the best regular armor in the game.
Wait, what? Did the Union PA beat out the T-65?
**!Look up where Minerva is (Crater, Foundation, or with the Bros of Bad Metal [BOS]) and always visit her for the week first! She sells all the same stuff as the other gold merchants, but a randomized list each week at quite a bit lower prices.
If you want Jetpacks outside of PA, then you've only got two options: Secret Service or Brotherhood Recon. Buttressed will be the best mods for them in terms of stats.
In terms of underarmor, the Secret Service offers the best stats. Go with Shielded, don't wast bullion on the other linings.
Minerva sells a lot of the stuff at -25% discount in rotations... so if you can wait for it to go on sale you can save yourself a lot of grind.
T-65 is still the best stat-wise. Slightly gets beat by Hellcat in DR due to it's effect despite having better stats though. To call it "not great anymore" seems wrong to me. It's still in most situations the best PA. Union is better in some situations due to it's poison stats (like The Pitt & Moonshine Jamboree), but that's very situational.

IMO yes. The carry weight boost allows you to forgo 2x calibrated shocks vs. other PA, Excavator excluded.
This opens up using something else such as kinetic servos which drastically boosts AP regen.
Plus the use of stamps and free plans frees up the need to spend bullion which can be used for other things.

While the mods will be available this week. Calibrated Shocks will be 563 and the Jet Pack 1,500. Internal Database is learned automatically when you buy the helmet. Those are the mods I always go for with PA, but maybe you want something different.
Anyhow, you'll be able to get the full set and these mods for 7,238 at that time.
You can get 400 bullion a day if you do enough events. Most of them hand out 4 treasury notes a piece. So about 10 events will do it. If you get lucky some people will do 3 nukes in quick succession, if not, you can launch them.
You can also buy 300 bullion a week from Smiley. So if you grind it out you'll be able to get 4,600 bullion before Minerva leaves the week after this.
Hopefully you'll have enough added to what you currently already have. If not, you can buy what you missed at full price from Regs later or wait another 3 weeks as the T-65 comes back into Minerva's inventory for her 12th listing. If you miss that one too, it'll be 6 months before they return.
Call me weird but I still run calibrated shocks on Excavator and Union lmao.
Personally, I wouldn't waste the grind on that. The difference in all the powers armors, doesn't matter past 300-350 DR/ER (pop a rad-x if radiation ends up being a problem...but not likely outside of trying to farm some kind of flux).
But please do your own research and look this up through a search engine (like google) first. I'd hate to see you waste all that time and bullion on something that effectively doesn't mean ****. Just look up how DR works. Every set of power armor automatically reduces damage by 42% (and 90% radiation reduction). So for example you could go pick up t51b for free (look up the spawns)...then roll overeaters if you want to go at a full health build, and you'd automatically have like 72% damage reduction (+ the DR).
So for an example
incoming damage of 200 (ballistic) the difference between t51b and t65 is about 5 damage or less. There's various calculators out there so you can look this up yourself.
Now, if you just love the look...of course by all means get that. But really..your build and the legendary rolls you want for that build are what's going to matter at the end of the day.
You also can't trade t65.
So my suggestion would be to get the secret service armor (also can't trade). But do some more research.
