I am confused
I just got to level 51 and it appears that all I can do is pick a perk. I would rather pick a SPECIAL then choose a perk that works with it. If I can't level my SPECIALs any more then they are stuck where they are. I also did not see the perk after I picked it, are they invisible? As I said in the title, I am confused.

the max amount of special points you can have is 50 so after level 50 you cant choose to increase/decrease any of your special points. the only way is thru legendary perks

Starting from level 25 you'll have gained access to builds at perk card machines. You can change your SPECIAL points allocation there and make new SPECIAL/Perk loadouts.

From 50 onwards you just pick a perk card from the entire list in the whole game.
You can own perk cards without having them equipped, if you picked a perk card but didn't have room to equip it under a certain SPECIAL, it won't have equipped.

For legendary perk cards, don't pick the charisma card (need at leat 3 standard perk points to share perk cards).

For me, I have choosen 4 legendary SPECIAL perk cards (+ up to 5 SPECIAL points within the 15 points allowed). Like that, I add to the number of standard perk cards or levels that I can have ... .

After level 50 you work on legendary perks through Perk coins, and perfecting your prefered builds. It's a lot better than it sounds like, at first. I thought it would suck but it's more fun than assigning SPECIAL points.

I am still somewhat confused so let's pick a specific example. My strength SPECIAL is 7. There is no way to increase that without using the terminal at a train station by taking points from another SPECIAL thus reducing the number of perk cards I can assign to that one. If I get another perk card that allows me to upgrade one I am using I have to remove one to make room for the upgrade, there does not appear to be any other choice. On the surface that does not sound like an improvement. Is the idea to sell all my perk cards for perk coins? Lastly, where do I get legendary perk cards? Probably a simple solution and I am just overthinking it.

You can get the legendary perk card to increase strength - the first three levels of the card give you a plus three bonus, and the final level makes it a total of +5. That would make your strength in effect 12. Each attribute has a corresponding legendary buff card. That's something like 300 perk coins per card to get to max level for it, though. The coins, of which you get 2 each time you scrap a level 1 perk card, can be applied to any of the legendary cards you assign but only in bulk. There are other legendary cards that many senior players find more useful than SPECIAL buff cards, and you have a limit of six, I believe, so you can't equip all the legendary cards at once however leveling them all would be an end game grinding goal. This is getting pretty off track, so I'll wrap this up with a warning about the legendary Charisma card, which is the only card you should NOT get. Charisma is somewhat broken in that the game only counts the base stat, not the legendary perk card assigned points; the other buff cards are excellent choices to increase your base stats IF you don't plan on maxing stats or bothering as much with temporary buffs.

Legendary perk cards are above your standard ones :p *(You should see LEGENDARY in a bluish box at the top of your perk card screen. If you hit that you should be able to view legendary cards the way you do standard, pressing.. I think either "R" or "T" or some such)

**Typically you wanna sell the perk cards you don't ever use for perk coins, though be sure to have a second build ready before you get rid of *everything* extra.

Now I understand and I was overthinking it. I get one legendary perk at 50 and another at 75, but between those levels I can level as usual. Leveling SPECIALs and perks like before.

No, you dont level Special Points after hitting 50, you have a grand total of 49 special points to give out (because you start at level 1), and thats it. You still can choose a new perk card every level but it wont increase your special.

@msy, may want to take a look at "Fallout 76/wiki" page and there's plenty of tutorial videos to watch too ... . Worth the time if you want to avoid errors or to learn a thing or two ... !!!

So if a SPECIAL is set at 7 I am limited to 7 perks, period? If I want to add one I must remove one?

Yes

SPECIAL goes from 1 - 15, you can get 20 base but you still only get 15 perk cards

IF something has 7 you can put in any combination of 7*s worth in it (bear in mind a FEW cards have more than 1 base * cost even at rank 1)

You can swap them as you see fit when you have more perk cards

The 1st time that you have access to the "Legendary Perk Cards", you will have to unlock every slots, one by one, as your character level up ... .

Then, you can choose 1 "Legendary Perk Card" and assign it to one SPECIAL attribute, if you will ... . This card need 300 "Legendary Points" to max up levels and it give you 5 SPECIAL attribute points that will add to your standard SPECIAL points ... .

For me, I have : S = 15, P = 15, E = 4, C = 7, I = 15, A = 9, L = 15 with 5 "Legendary Perk Cards" assigned to SPECIAL attributes ...

Note, while you can slot legendary perk cards to increase a special by up to 5 points. There are other perks that may be more valuable to you.

Make you pretty much immune to poison, or radiation.
Be able to craft ammo at a great discount.
Others as well.

That is something I did not know about. I can assign a legendary to a SPECIAL rather than at the top of the screen in the legendary window? Please explain.

At the top of the special screen in the legendary perks you have multiple different legendary perks you can select. The higher your level, the more legendary perks you can select, There are legendary perks you can select that let you add up to 5 additional points to a special category, ie, legendary strength let’s you add 5 points to your strength and let’s you slot up to 5 more special cards. With the proviso that you cannot add more special cards than 15 to each special.

But that increases the number of special points you can allocate.
