At higher levels the daily ops enemies have anti armor. Going with evasion rather than defense may be your ticket in general, it's more effective in tight spots; general defense tank is a lot more useful for general play and grinding. There are diminishing returns as to its effectiveness but it does still make a difference; max defense PA are nearly indestructible.

not getting hit in the first place is always the best option.
if you want to be stealthy above all you can go for the combat armor with the built in shadowed effect. covert scout armor is one but i think there are more versions.
also secret service chest can have a jetpack mod if you totally want that.
A little known secret of the Impostor Sheepsquatch is it has a perk that multiplies your damage resistance by -0.3. That's right a negative...
When fighting her your best bet is to go Berserker, no armour and even for good measure with a Med-X and/or Psycho(tats) addictions (-10DR each). That way you end up with a positive DR vs. her and it is no tougher than a regular Assaultron.
Wear Troubleshooters armour broken for the 0 DR and 75% reduction and you wouldn't notice the tickles. % Damage reduction vs. the particular creature is far more useful than DR/ER.
Overeaters is good for all opponents as is Sentinel and Cavalier legendary effects. The key is to gamble or trade for those armour effects.
I also have the Large Capacity backpack mod and that reduces your Energy resist by 60.
With the above, my Damage resist is 533 and Energy resist is 427. If you use only ballistic guns, you can use the Grounded mutation and that will add 100 more Energy resist. Don't use the extra large capacity pack mod and you add another 60 to both Rad and Energy resist.
Edit; I guess I should add that with all of that plus 4 Ranks of the Legendary What Rads card, my Rad resist is 612. *No other Rad related cards are in use.
Another example is Eviction Notice. For that event I rolled a full set of light leather mutant slayers armour. It gives 75% damage reduction vs. Super Mutants yet only has a 75DR. I can sit in front of minigunners and Firestarters for a long time.
Ideally you'd have a set of armour for each specific opponent, ghoul/mutant slayers, troubleshooters, assassins, exterminator etc. but that's not realistic. Therefore generic overeaters and sentinel/cavaliers (75% chance for 15%) are good all round options.
The lower the damage coming in the lower your overall DR needs to be. Legendary effects will triumph over armour type.

Richochet
those are your meat and potatoe damage immunity cards
Also things can't hurt you if you display overwhelming violence towards them first, so dps is kind of a big deal for defense too
