You would be well served to find something else to migrate towards
(Fixer, railway, handmade or heavy weapons)
I mean I min / max - on an int exp max build right now not damage one... that said a legendary 3* sheepsquatch goes down in just a couple railway shots literally deleted in a second
basically the tier list of weapons is

Since you're level 26 (As of you posted this) I suggest just play the game the way you like it while experimenting with other weapons when you get the chance. By the time you're in the level 50-100 range you may want to switch from shotguns to something else.
As a Rifleman build myself, the Fixer is a real solid choice. But since they are the meta I don't find satisfaction from them personally, at least not all the time; there is also the fact I have yet to find my dream Fixer. I use the gauss rifle for endgame fights (Queen and Earle) and I use the LAR (Lever action rifle) for casual fun ie events, dailies, etc.
Crit is via the Four Leaf Clover perk in luck. You can easily get a crit on average every 2.5 shots with that card maxed out without having to rely on ridiculous luck total or other legendary effects. Shotgun crits are extremely powerful as they have a high base damage.
Boosting the crit damage is essential for higher level play as shotguns don't have an AA perk card. The combat shotgun can use AA magazines but they are a bad option as they increase the AP use per shot. In fact the only worthwhile mods for shotguns are long aligned barrel, forceful stock, calibrated receiver, reflex sight and quick magazine. Don't use automatic as that also has an AP penalty, unlike rifle weapons. EDIT: Just want to add the above is for Combat Shotgun. For Pump Action you want the Snappy Receiver (crit + fire rate) as any fire rate receiver also increases the reload speed.
Use better criticals perk in luck, get the eagle eyes mutation and watch as the crits every second shot do massive damage. My double barrel is 'hilarious' (Medics, +50% crit damage, reload). Against a Super Mutant the first shot will barely scratch them ~10% health damage but usually bring up the crit. Next shot is a guaranteed knock down, 1 shot if crit is first shot. This is also with a non mutated character with only 1 rank in better criticals.

Skeet shooter is a placeholder if you don't free aim and mostly there to boost perception a little. You don't need a lot of perception as you should be fighting at point blank range.
It's not a "meta" build, but I sure find it a lot of fun (I know, using a crazy word like "fun" here), and I find it very effective.
Switching to heavy weapons was the first time I felt like my character was "powerful". I'd seen higher level players tear through enemies like they were wet toilet paper, but I was struggling with the tougher ones. I switched as soon as I got my first .50 cal, usable at level 25. It absolutely shredded stuff. Tore huge enemies like the grafton monster down in seconds.
Heavy weapons is a crazy broad category too. Bullet hoses like mini-guns & .50 cals, slow firing heavy hitters like the gatling guns, energy weapons like the gatling lasers and plasma, flamers, and grenade launchers. Some of those choices have radically different playstyles.
If you like power armor (some do, some don't), it pairs very well with heavy weapons. There's a perk card called "stabilized", that gives heavy weapons excellent accuracy and -45% armor reductions if you fire heavy weapons while wearing power armor. It's not 100% required, but it does give heavy weapon users a huge boost.
It sounds like you're using a legendary double barrel shotgun with quad capacity. There is a build to make that quite effective, but you'll need a specific perk set up and I don't think you'll like it. My advice is to do your own thing and just find whatever good stuff you can until you're level 50, then worry about making a Build to correctly optimize; especially if this is one of your first characters.
Once you reach level 50 follow Phantom and Mooman's advice. They are each excellent sources for in game info and they're generally ~99% on point. Not infallible but the board definitely relies on their advisement as senior players; each have their own play style and one of the great things about 76 is versatility of choices.. sometimes those choices make your toon suck in boss fight, though, and those two will guide you away from that outcome. As a boss fight generalization, you either wanna do DPS (most popular gaming choice), tank to keep damage on you and not your glass cannons, or a butt-ton of passive effects on top of healing alongside area damage for smaller mobs.
Best suggestion is to get on a casual team with some higher level players and do public events with them. You will get exp from your kills, and theirs. As well as the event win exp.
Intelligence for more XP and Endurance for HP, along with some defensive perks. Once you get to 50 edit perk points from the build loadout camp thingy and reassign points to match your build.
