Others have said the grocery backpack is better.
I made both.
I do carry food category stuff more than drugs.
Tested it.

Grocers backpack using veggie foods and the benefits you can get from brewable alcohols are massively beneficial to ranged combat. Meat is great for melee, too, but you can maintain the benefits far more easily with the salted luck perk (makes food last twice as long) and just keeping up with cooking. This is not as easy for ranged, and using stuff like the Perk Green Thumb can help a lot to get your stocks up for larger cook offs.
In addition to this I'll mention a very useful tip I've gleaned from the posters here, the Carnivore mutation serum will go best with a chem backpack for melee, and Herbivore mutation better for ranged and grocers backpack.
Obviously the game allows for a bunch of options so don't feel like you're forced to structure your build/mods a certain way; do what works for you, in the end it comes down to preference so long as you're able to both survive and contribute to public events - even then if you wanna play a HC no legendaries build or something else that sucks for events most players will still try to res you.
IMHO high capacity mod not worth.

Yup, when you go in your shiny PA, you feel mighty, you feel powerfull, and when you see your carrying 1000 pounds of chems you feel pretty stupid xD
