And no, they will never improve the way the story choices affect the world. At this point we really only have events to look forward to, and maybe the odd new weapon every 6+ months. FO76 was designed to bring in constant income through ATOMS sales and subscriptions, it's very pay to win.
The game supports, through equipment and perk cards, for example, stealth single-shot pistol builds and full auto heavy weapons builds. A player can pick either one, and there's no significant cost drawback from picking one over the other - therefore, both builds should be equally viable in general (some situations will favor one build over the other - but in general, they should both be similarly useful in the game world).
FO76 basically forces players into fully power armor heavy weapons builds. Let's not even get into PvP "balance" and the artificial 1-hit damage limiter, while having no limit on auto weapons. It's extremely bad, and it's weird that you're trying to make an excuse for it.

But from my limited experience why use anything else when you can just farm for free with the minigun blender mod or the power armor gatling bug.

It's pay to win. You can buy repair kits that magically repair weapons and armour, scrap kits that magically teleport your scrap to your stash box, pay a subscription fee for a tent with a stash box and other functions that you can teleport around for no in-game cost, pay money for Atoms which can be used to skip levels on the scoreboard as well as receive extra rewards for having a subscription, and to top it all off subscribers have access to an infinite junk storage box which was explicitly promised to become available to everyone, in no uncertain words. That never happened, instead they backpedalled and added it to the subscription benefits.

This is also true but it isn't really Bethesda's fault that this is possible.
Of course they do. A lot of people just prefer power armour, it's fun to use. That being said, I see plenty of stealth rifleman builds myself. You'll never see proper pistol or shotgun builds because they just don't put out much DPS.
they should remove stealth bonus dmg and card busting it , and while we'r at it adrenaline mutation with unyelding set or make radiation go with time like 0.5 per second
Sorry to break it to you but everything you listed above is "Pay for Quality of Life" and not pay to win.
It would be pay to win if the Official shop offered "higher quality weapons or armor or better build stats" for sale than you can get through actual normal game-play.
