Yeah, electrical absorption legendary perk will allow you to recharge fusion cores from energy weapons, but only if you're in power armor. Even a single level of this perk is useful, higher levels of the perk just make it quicker. Also heals you when it procs too, and protects you from assaultron eyebeams (which I now call tickle rays).
I have that perk, and that means all the 25% charge fusion cores I find in power armor and in reactors can be charged up to 100%. Also means I have endless ammo for gatling lasers too. I even find nearly depleted cores in the suitcases around public places (left by other players). If I'm in a good mood, I actually swap my full 100% cores for the empty ones. Hopefully make some new players day when they find full fusion cores.
Crafting fusion cores from flux is an incredible waste of flux. Wow, just so many more uses for it then that.
Tygart water treatment plant is also a good "refuelling" spot. Just let the commie spider bots shoot you for a bit.
