Report a translation problem
Lot of players don't realise the game really does lock some things off. If you have ever seen it were you look over to say a duffle bag and then as soon as you look in whats in the bag it disappears in front of you. That's the hardest proof that i have seen that the game really does control what a player might get from areas. Also i never once found a X-Cell drug and then all of a sudden when i was around lvl 75 i started finding like 2-6 each day i played like why all of a sudden did i start finding it when i could never even see 1 without a player vendor.
