Fertilizer Producer

Hi All,
Started my fifth character a little while back and started doing the Possum Badges. Working on Leatherworker and the last challenge I have is the "Build a Fertilizer Producer". The plans use to be at the Harper"s Ferry bot which has moved further north than the last time I did this challenge. BUT he no longer has the plans for the Fertilizer Producer. I looked on the internet and every site says to buy it from the Harper"s Ferry Bot and are dated a couple year, nothing new. What am I doing wrong/where did it go?

I’ve seen the wotoga vender bot selling the Brahmin pen plans and I’ve seen them with Graham aswell. I get mine from taking workshops.

Thank you but I have been to each train station bot and Whitesprings, but one has it. So your saying by capturing someone else's workshop I can get it or just a generic workshop?
