You can go months without needing repairs. When I compare repair kits from PA character and non PA the PA has about twice as many due to not needing to repair armour as often.
I think the only time I repair mine with when it comes up as a score task.
Even with just raider PA which surely has worse durability than the much higher end sets i go months without needing to repair.
Those perk points are much better spent on far more useful perks.
Lowering the repair cost of PA is always nice. Not essential but nice.
To make it worth using, you'd need to do something like chain Daily Ops: Uplink a bunch of times and just let enemies beat on you while the connection meters fill. Even then, you could probably find a different perk that would be more useful.
