A lot of those ones are caught and banned in short order
Legacies are around, explosive energy weapons that do 300% more damage than most current guns (a few current ones do keep pace with legacies, some obliterate them in terms of power)
A lot of those have been duped over the years, but most of the known major dupes have been fixed, I've heard a couple still are kicking but nothing as bad as it was for a while (one of the methods of duping crashed servers and was atrocious for a while... same with a method to roll items a bunch then if they didn't get something good, crash it and get their rolls back)
Actual injected hacked weapons? Not very common, the mininuke launching gatling is the worst... beam splitter guns that can't have beam splitters aren't common anymore bethesda cracked down on those
Actual injected hacked (duped) armour - Not very common
Actual injected hacked (and mass duped) power armour - Pretty much just unyielding is not uncommon for rare things
Dev room items (items in game but not accessible without illegally accessing the dev room) - Not very common, and generally get players banned asap
Have an issue with them? The report button next to players works wonders, especially if you reply to the email with what happened. If you include screenshots or video of the offending things even better.
Legit items?
Explosive energy weapons -
gatling plasmas and flamers are the most commonly seen because of how powerful they are.
Lasers, teslas, and others are much less common because while good they don't have the power of the first two.
Then you get into oddball legacies - Dragons with 419 range, Lobber teslas, Certain melee weapon combos, things that really only exist for giggles
Current top tier items?
Shreadder miniguns (Vamps is the general one as players are immortal with it)
Explosive Railways (Quad Explosive has more single target DPS than legacies)
Fixers (and to a much lesser degree handmades)
Plasma casters
Enclave Plasma guns (generally as a flamer which can delete bosses in seconds)
Gauss Shotguns
Teslas (very good as a tagging weapon in events, not great as a direct damage one)
Two Shot Grenade launchers (drastically out perform legacies in events, I hate seeing these used)
Regular thrown grenades (IIRC Nuka Quantum is the biggest boom, with extension of range perks and stuff going the radius can one shot MOST of the inside of westtek with a single grenade... people power farm using that)
Unyielding Armour
Various Power Armour sets
Then their are broken cosmetic costume combinations that make you a pvp nightmare - I use a golden combo that signifies glittery death
edit - that's probably not completely helpful, so I'll give an example. About half the time I'm in a daily op, a single person has the end boss dead before the rest of the team can even get there.
So I think you're just infering anyone good at the game must be using hacked weapons and that isn't the case.
I've yet to have the game ruined by other players using weapons. It doesn't bother me if an enemy dies a little faster or not. Scorched Queen dies very quickly usually just cause of the sheer number of people that usually show up. If you play at odd hours you may have it last forever as very few people will show up... and then she'll just fly around out of range for a long time. When she finally lands, you can usually solo kill her before she takes flight again.
They also have unyielding legendary mod effects on power armor which was a scrapped idea that never made it out of the Public Test Server, which means they shouldn't exist in the game.
However, I don't really care. My point is, for those who are new, I'd hate for them to put a bunch of time in and feel like they wasted their money or time if they don't agree with the fact people are doing this to the game.
It happened to my friend I was playing with, he got bummed out and left. I stopped playing because he did because we only played together.
I own a double legacy flamer, and it rocks - its explosive and double ammo capacity (second mod blows, but makes it a collector), and no third legendary effect. Some dude found it before they stopped allowing energy weapons to have explosive legendary mods and traded it to me for a heft price. Anyways, really sweet game. Can't disagree with that. When Nuka stuff comes this winter Ill be back to do the seasonal game board.
Regular enemies as in 3* enemies? Pretty much any legendary gun can delete them before they are in
You are probably seeing players with min/max damage builds - you can get 1.5x from taking one for the team, 1.5x for follow through (hard to land on bosses), several times from crit bonuses, quad to eight times damage from weapon bonuses
Boss 3* enemies (aka sheepsquatch, alien boss, earle, queen)
Railways with explosive can "fetus deletus" both the sheepsquatch and the alien boss before they are in... they have some truely absurd vats output damage, drastically outperform legacies vs a single enemy
Earle can be deleted in 8 seconds solo with the enclave plasma flamer, its essentially melee, and I suspect some of the new melee weapons could wreck him fast too
Queen doesn't really have a deletion weapon... BUT she can be quickly turfed by a lot of players hitting her with god tier weapons or legacies. Once she lands she can be deleted pretty quickly with most god tier weapons.
As for other deletion weapons I THINK the ammo glitch was fixed, so 4000-16000 round dragon guns aren't a thing anymore... some people might still have loaded up ammo glitched ones kicking... that'll one shot anything
A lot of the quick kills you see are because several players are dumping absurd damage on the bosses
Yes those items are dev room ones i believe, same with the captains hat with unyielding bonus on it... they exist but possession is an auto ban. The ones that have them have hacked versions that changed the ids so the anti cheat can't get them. They aren't common, and they only give minor/moderate bonuses.
Unyielding PA is from way before they dumped the idea on the PTS it was hacked in eons ago. They are all hacked armours.
Flamers are the best legacy gun, massive damage, TSE flamers get both a full 100% two shot from the OLD two shot (current one is 62.5% twice) (with no accuracy loss to boot) + 300% bonus damage from explosive (as all energy weapons do)
only downside is radiation and sligh less dmg but with it's range(comperable with mini nuke) it's far better option than quantum.

I don't want an easy time or to feel Godlike. I want to be a Lone Wanderer that has to struggle to survive and think things through.
I expect to work and grind to gradually improve my weapons with better rolls and mods.
To experiment with Perks vs Armour vs Weapons and incrementally improve and learn as I go.
I don't aspire to be "Look at me, I make it look easy".
If you do,,,,,,,,,,,,,, thats fine its your game to play as you do.
If the game had a system that allowed that sure
as it stands now if you have your weapon, and you roll it for a 3 star pick of your choice it will take you 3-7 years to get a SINGLE weapon of your choosing
An armour set you want will take at least 23 years up to 64
the RNG is prohibitive in this game
😂 👋 👍 I cant deny that. I think the legendary Modules vs Cores are too unbalanced.
There should be a set amount of possible permutations for each weapon, so forgetting about luck for a sec, you would need hypothetically 300 rolls to get a perfect Fixer and so on.
Luck may get it in 50 or whatever.
Same for Armour 6 individual piece's to roll for a perfect set. There needs to be light at the end of the tunnel for God rolls.
You put in the time there should be a reward.
The question is can/ how to do this.
