I used to think the devs were just lazy not copying the code for the headlamp options, but after looking through datamines I now understand how complex it is.
For the 5 original models the mods have to be duplicated for every transformative skin released. For example a Liberty Prime skin has to have bright/red/blue/purple mods for every base PA, Raider/T-45/T-51/T-60/X-01.
With every skin released that adds 20 mods. Every new PA model would need the 4 mods * skins, there are 11 unique models in game right now. It starts to get too time consuming as more and more skins/models added and that many moving parts would allow more bugs.
Better to accept only the old models having a unique advantage and possibly a reason to ever use them.
