What happens if you don't do anything? Don't stir, don't gather, chop etc? Do you still get the fuel?
Basically, if you're just doing it for the fuel, you can start it and then do the other dailies in the resort while the timer runs out and just go back to get the "stew" to give to one of the representatives

"Top dollar" is exactly what no one gets due to budget and manpower constraints. I'm not sure we can even call this game triple-A right now. Bethesda's focus is clearly on Starfield, and ESO6 after that. Whenever a FO76 dev is interviewed ( https://www.youtube.com/watch?v=06S9m77TBRw ), the running joke is always: ah, there is at least one person working on this game! Ask any player of this game and they will tell you sometimes it does feel like only one person is working on FO76.
If starvation and dehydration were still an issue the benefit of the stew during an expedition would counter the need to stop and eat. But since the changes it's no longer necessary.
Now, it is just a time waster to slow you down and pad out the login time. A useful metric of player engagement, even if the players aren't having fun (first edition in the PTS was worse, you had to wear a chef outfit...).
