Who wrote these STUPID Whitespring Refuge quests?!?

I mean seriously? A group of Bethesda executives were sitting around one day deciding on how to approach the Pitt expac and some liberal arts major posited "I don't think our players want action and adventure, I think what they really want is to stir soup and take photos of vendor bots" and wasn't immediately laughed out of the room. The idea that the Whitespring resort "management" has plenty of Ultracells but you have to stir soup in order to claim them is predicated on utter ridiculousness.

Here's an idea, how about in order to power up the vertibird, you have to locate ultracells from many of the crashed vertibirds around the map? Make it an encounter, make it a new dungeon! For crying out loud, make it some kind of adventure. I can't believe there are people getting paid top dollar to make this garbage throw-away content. I like going to the Pitt, I like that it's a semi-repeatable daily op. But I swear I'm not going to do these lame quests one more day. Stir your own GD soup, Bethesda

Considering the dailies take all of 10 minutes total, and the Pitt expedition lasts much longer than that and is full of all that "exciting" combat you want, I think it'll be fine. You can also just skip the dailies and joing other expedition groups

You still get the fuel. The only thing you miss out on are you get fewer items for the reward (the stimpacks and ammo) and you don't get a faction rep boost from the Raider/Settler because the soup is burned.

Yep, you do. And you still get a burned unfinished stew to give the Raider/Settler representative, you just don't get the faction rep.

Basically, if you're just doing it for the fuel, you can start it and then do the other dailies in the resort while the timer runs out and just go back to get the "stew" to give to one of the representatives

"Top dollar" is exactly what no one gets due to budget and manpower constraints. I'm not sure we can even call this game triple-A right now. Bethesda's focus is clearly on Starfield, and ESO6 after that. Whenever a FO76 dev is interviewed ( https://www.youtube.com/watch?v=06S9m77TBRw ), the running joke is always: ah, there is at least one person working on this game! Ask any player of this game and they will tell you sometimes it does feel like only one person is working on FO76.

Since the expeditions had been in development for over 2 years I feel the stew 'quest' was designed before the changes to hunger/thirst.

If starvation and dehydration were still an issue the benefit of the stew during an expedition would counter the need to stop and eat. But since the changes it's no longer necessary.

Now, it is just a time waster to slow you down and pad out the login time. A useful metric of player engagement, even if the players aren't having fun (first edition in the PTS was worse, you had to wear a chef outfit...).
