Orlando from Expeditions: The Pitt is speaking in female voice. Why?

I'm little bit confused. This guy Orlando from Expeditions: The Pitt is speaking in female voice (0:45 in video). He is clearly a guy. Male name, no boobs, wearing tuxedo... So what is going on here? Bethesda is so cheap they couldn't hire additional male voice over actors?

I heard that a same female actor who gave voice to Duchess in Wastelanders is doing many different voice overs in The Pitt, just badly pretending different accents.

I don't know whether is that funny or just ridiculous.

Non-binary. Someone worked out they are probably based on Orlando from League of Extraordinary Gentlemen.

Bethesda already posted the voices were not the real ones in beta testing a long time ago. Should be different tomorrow.
