Prefer MoBo should have no onboard graphics.
Check your CPU temps.
Fans should bring in as much air as you push out.
Bottom front in/ Top back out.
If you have old Realtek drivers it may be causing memory conflicts and slowing down the system.
I run off a wi-fi expansion card but the same should be for on board ethernet as lots of PCs use Realtek chips.
If you're familiar with device manager it's easy enough to let Windows find updated drivers.
All must be decent...A GPU is not gonna be your ultimate savior
sure it will grant you better performance but if you lack in other areas it will end up hindered from its true potential.

PS: I also run the game in fullscreen, and after I load the game, I alt-tab out, and alt-tab back in. This also seems to (for some dumb reason) help sync the games frame rate with my monitors refresh rate.
If your CPU, Ram, Network among other things is different your results may vary.
Giving your specs is a must to avoid this wild guessing and wild suggested solutions that could or could not help.

Other games recieved a solid preformance boost after GPU update.
I had 1050Ti before and had to play with really awful graphic settings for FO76 to sustain 60 FPS.
I have framerate locked on 60 for everything.

Both of those CPUS came out in 2014 and 2015 respectfully.
Your CPU is from 2012 and is actually 200 Mhz under preferred clock speed.
Your CPU is running at 3.40GHz
IF you were to over clock it to 3.6 GHz you probably could see game improvement but Intel has a bad track record of shorting the life span a great deal when overclocking multi-year old CPU's.
Literally the GPU is too powerful for the CPU to fully utilize.
I believe I have that right I sometimes get the G/CPU bottleneck backwards.
But don't feel bad I am worse than you -I am playing at 1600x900 on a AMD FX 8370 @4100Ghz with a GTX 970 with lowest settings and it is a sluggish experience at times but it works so I am content.
Either learn how to OC in bios.
Or use InTel Turbo Boost.
Research how much you can OC with YOUR equipment...
You really need a 500GB SSD, C drive.

76 requires more support from all areas than most games.

You need processing power.
Rendering space in both GPU and CPU...
You need less choke points.
It's like a Firetruck driving all the time.
It can't get to where it's going fast if there are too many choke points.

Change iSize H=1080 iSize W=1920 to the one you are using
and bBorderless to 0 and bFull Screen to 1 if you dont use borderless
i copied my fallout 4 settings into fo76 with notepad ++ and i doubled my fps in game from 40+ to 80+
even if some of those values may not work in fo76
remember to back up your Fallout76Prefs.ini
