I've found 2 sets. Think I got rid of them. Doesn't seem to be a rare drop.

Basically, spawns anywhere that has halloween decorations. There's a lookout tower and that pumpkin house, off hand, but there's others too.

There's also that skeleton costume. I've only seen two costumes, though.

I think Freddy's House of Fear may have a spawn (far north of the map, follow the road East from Red Rocket diner).

It randomly spawns all the costumes, clown, witch and skeleton. New player beware, some tougher enemies spawn there.

Oh forgot to say the plans for these drop at a random spot around the map , you have to google it and do a little server hopping and grinding
