Ah okay I will have to look into that. I just figured it was a Halloween thing. I'm always looking for new apparel.

The witch hat appears at the pumpkin house quest unless another player picks it up earlier in the day. Ive never run into the witch costume though myself. Almost Halloween!

I think Freddy's House of Fear may have a spawn (far north of the map, follow the road East from Red Rocket diner).

Is it possible to send apparel to other characters on your account?

You can learn the plans doing a quest that i believe starts at Freddies Fear house. It's not a hard one but one thats takes you all over on arrands and takes awhile- has to do with the key you have to find for the safe upstairs..

I always have them for sale. you can get that hat at the party table full of hats near Tyler county fairground going east on the ridge near the crystal vein about 5 ridge line from the south tip of ridge on map the table has lots of balloons
