It even gets a massively greater xp gain than any other build.
I use a VATS Rifleman build and I actually am relatively on par with Bloodied builds, I remember having to join a friend doing ACP because they couldn't deal enough damage to Earle (At least half of the crowd were Bloodied builds), and after joining Earle's HP was finally starting to go down thanks to my crits. It's only when Legacy or God-tier weapons come into play when Blooded builds can achieve the "old days" numbers again.
This is exactly the opposite. Bloodied runs the most stackable boosts. When they were multiplicative, Bloodied were one shotting bosses. Other builds didn't get hit has hard because they ran less boosts.
Auto Axe and Chainsaw are very powerful right now and no amount of damage reductions on standard armor can compete with all the stacked % damage reductions on over eaters power armor and that's before emergency protocols.
So there is a place for full health builds but I would like to add I play a bloodied fist build and I do good damage and can easily solo a daily ops or expeditions, so commando isn't end all be all. Once you understand which perks are powerful and how to properly use perks, mutations, legendary effects, chems and foods to compliment a build almost anything is "viable".
I run Rad Sponge on occasion and it can screw up low health builds.
