Mutations
If you have, class freak+ strange in numbers, Wouldnt it make sense to get all the mutation that give SPECIAL? Since the negative is reduced while increasing the positive.

for instance, having certain mutations for a heavy gunner, but taking
eagle eye
egg head
bird bones?

Yeah its widely considered good to get MOST mutations and as a matter of fact playing a new character with ALL mutations and none of those perk cards is still a net positive in stats, xp gain and power. There's a couple that will ruin your min/maxing however. Off the top of my head grounded will lower energy weapon damage by about 12% and twisted muscles lowers vats accuracy which can be bad for vats builds.

Bird bones can be negated with adamantium skeleton but I've been playing a fister so that's a mandatory perk card for me. But I'd still take bird bones just because Marsupial+Bird Bones is the funnest ♥♥♥♥ in the game imho.

Grounded isn't worth the negative.
Unstable Isotope and Plague Walker damage is pathetic but can aggro neutral NPCs.
Herbivore and Carnivore are mutually exclusive.
Twisted Muscles lowers accuracy.

If you plan to use any mutation, you have no reason not to get all the others, aside from the ones stated.
