You don't really need a stealth build if you use a RR
Fixer is best for use in vats. Handmade more accurate to use out of vats but does ok with vats just not as good as fixer. Fixer recoil is strong so use out of vats can be harder.
Commando is the way to go. Rifleman with semi auto is ok but commando does everything better.
Agreed... go commando over rifleman at a minimum and dump the single shot.

can you link me to a commando build? i hope i don't have to throw away this character cause i bought $10 worth of repair kits in the atom store.
That's a decent build. Only suggestion is to add Ground Pounder in perception. Card says automatic rifles but will increase reload speed for all rifle weapons.
Only real difference between rifle and commando builds are the perception cards, everything else usually stays the same unless you go loud instead of sneak.

Same goes with heavy build, but its completly different there. Get taking one for the team legendary perk, because its best for heavy since its almost impossible to stealth. Its like stealth damage but you get it by tanking instead. Also get Dodgy perk so you use AP as an extra hp bar for low health build. Emergency protocols mod on the power armor chest to get 50% more damage reduction at 20% health. Legendary on the power armor to decrese damage taken helps alot aswell, you don't even need to watch the hp bar anymore.
but the meta for riflelman and even commando (full auto) builds have been mentioned, handmade, fixer and railway rifle.
Weapon wise maybe go for an auto handmade, a lever action and maybe a gauss rifle, and switch your rifleman or commando perks out as you change weapon. This will give you some diversity with your ammo too so if you run low on one type you can easily switch on the fly.
Hope that helps, Level 20 is a good point to start planning what you want from your build and working towards it.
The Alien Disintegrator is another option. Projectile weapons are oddities in that the weapon is quiet but the projectile is noisy so it is easy to stay in stealth.
The projectile is also explosive if cryo or poison and benefits from grenadier and/or demo expert perks.
Only problem is the reward RNG of the event. This year it's 2 weeks and a lot of players probably farmed it to death last time so it could be difficult (bullet sponge enemies).
