If you don’t do that mission for Foundation , the only way to get the plans is buy it from Samuel for 4K bullion, or Minerva when she sells it.
Its pretty neat I rocked one for my noob levels too (to about 250 or so)
I STRONGLY recommend going unyielding the +3 x5 bonus will give you a lot of better benefits

and you are literally immortal (tm - poison is still a threat, takes a stim to avoid dying from it, daily ops buffed enemies are still able to kill you 1/20 or so shots they take, fire is a threat from earle [mitigated with a dense armour to being immune])
