So how do I get the alien disintergrator and other alien guns?

From an event - Invaders From Beyond (which has just finished not so long ago).

Those plans are untradeable except for the Alien Blaster plan, so next time there's an alien event on go do it.

Not if the plan can't be traded.

You can find alien blaster in a broken safe in a pool of water in the toxic walley. The guns lvl will varry so you may try to go back a couple times till you get a lvl 50, scrap the rest for the base mods. There are several videos about it on youtube if you want the exact location. There is also an unmarked quest to find keyes or kodes to open secret bunkers around Black Mountain Ordinance Works, one of these will contain some alien stuff to. Disintegrator can only be obtained by doing the Invaders from Beyond event.
