PTS is just what it stands for public test sever meaning its only really for testing the build updates and such, so you can find yourself of your progress wiped on the test sever cause that's what its for not really for playing all the game you can maybe get to see some content before it gets added in the game but apart from some spoilers seeing they really isn't a reason to really play that version at all.
Yep once all tested the test sever can be wiped and that version on PTS will be then added to main game Fo76 so overall yes you can see it as a beta but a beta were you will keep getting reset to lvl 0 and items removed.
Cheaters sometimes test their new cheats in the next build, so report players if they do so something fishy.

Your characters on the PTS are a snapshot from the week it went live. Nothing from the PTS as far as your characters are concerned goes back to live. So you get levels, you get god mode weapons, you get whatever. At the end of the PTS, it all goes poof.
So PTS is great if you've got some spare bandwidth to download it, and some spare time when you don't care about playing your primary characters in the live environment.
It's also a way to provide feedback on the Bethesda discord about the new stuff.
the test server is just as ♥♥♥♥♥♥ up as the normal game.
so it really dosent matter.
Maybe if Bethesda renamed it as an experimental branch or beta it would stop the confusion.
As it's a work in progress though Bethesda don't really want details or spoilers being discussed about the pts but don't go as far as to have an NDA.
They do however release the update log to the public on their website.
I don't get it.
It's not like Bethesda asks money for playing on PTS.
