But ehm, the reason they're still around doing this stuff with this engine is because people like you and me pay for this game.
I hate to say, but with broken NPC pathing and their annoying ability to wall hack it may be something behind a wall.
Only way to know is boost your perception and walk back through every sub section, follow a wall like that maze algorithm.
I have read and replied to a post from Todd Howard here on Steam.

A few months ago and it was his official account. I could dig it up but it's not worth the bother. So yes, now and then Bethesda personnel read the Steam forums, the gamers anyway.
