Funny, I just did this one today. I thought the Scorched in Power Armor in the end was pretty challenging, which I liked. Came to find out later I was on my "stealth" perk load out using my automatic rifle. :P

If you're referring to the transcript in the Congressional Bunker of MODUS and (a) ZAX talking, that ZAX was President Eden.

So, I'm guessing you new people don't realize this. Zax was the AI in control of the Nuclear Winter Battle Royal mode they tried early in the game's life cycle. It was a terrible misstep for development and was removed from the game, but the story was good and the vault interesting. So, they added it to the world so we could experience it at our own pace. To get that story during Nuclear Winter generally meant you only had a couple minutes or less to find your next terminal/holotape and couldn't properly appreciate the story.
