Is legendary variant of war glaive craftable at the weapon workbench if you have the plan from minerva? Or you can craft non legendary only and then get legendary one from the random drops?

You should be able to craft any Weapon or Armor you have unlocked into a Legendary.

You can craft non-legendary item and then make it legendary afterwards like any other gear in the game.
