Sorry to sound obvious but either move closer to a game server or petition Bethesda / Amazon to build a new one closer to you. Or enable a server closer to you to have the game on it. Outside of these things there is little you can do to change your physical distance to the closest server you connect to.
I bought Fallout 1st as the game experience with lag is much better on private worlds, but still not great for me. If I had to play 100% on public worlds I do not think I would have kept playing for as long as I have.
Hit detection on enemies is much improved and enemies will not take 4 seconds after I kill them for the server to catch up and mark them as dead. It still isn't perfect though. Enemies will still scoot around on the ground without walking and there are other obvious signs of lag like containers taking more than a second to show contents, but it is much improved over public.
Honestly I do play a lot on public as I enjoy the game and like playing with others. Worst case is that with the horrendous lag I cannot tag anything at events and i get no xp and it ends up being a complete waste of ammo and my time. This is worst case though. Usually it is bad but not to this level. If I am lucky enough to find a public world that has much less lag I will stay on it.
