Because doing a complete pwipe now would kill the game. I have 3 x level 400 characters, have been playing since the BETA. I do not now and have never had any legacies or impossible weapons. Making me start over because some chucklefark needs to be king of the heap? No good at all.
Better solution is to remove the "special" from the legacy weapons so they don't have that advantage, and then do a complete database purge of any impossible weapons. Removing them with extreme prejudice.
People have been buying digital goods online since Asheron's Call, Everquest, Diablo 2 etc.
There is absolutely nothing wrong with it. Since your job is none of our beeswax, so is what people do with their currency in game and real life.

Beth has addressed Balance, the Two Shot Nerf, the Explosive Nerf, One Wasteland "Normalization", et al. Bethesda may not have addressed balance in the fashion you desire, but they certainly have addressed it.
I own two Legacy Ene Weapons, a BE +1 Agi Gat Plas (which spent MOST of its life in my stash, since I wasn't running an Adrenal Build), and a Mutant Slayer Expl Laser Rifle, which imho, is sub par to my Railroad Rifle. Neither of these do I consider "top tier" in the current meta. The sad reality is I sold several exploding energy weapons to the vendor in Watoga "back in the day" because I thought they didn't work....
The only legacy weapon that is probably a bit on the OP side is the TSE Flamer.
Pretty much the issue is mitigated but not removed with shared exp and loot
But mostly its the GP users at events instantly gibbing everything they point at preventing lowbies (sub 1000's) from getting exp and levels
To the other guy...
TSE flamers are stupid powerful, but they are far far rarer and most of us with them aren't rude with them, point and anythings dead instantly, ammos cheap too but not as cheap as the GP
Since the GP was the 'must have' legacy when the major dupes of the past went by it was the one that was duped the most
As it is now, if you have a lobber tesla its 99.9% legit (maybe modded in) no one kept those because 400 stash space they were (and still are) garbage weapons (but neat I finally got my TSx15r roll)
If you have a GP its 101% duped, unless on the very very slim chance you found and kept one (and lets face it, no one found and kept them, because at the time magic 100,000 damage weapons were all the rage, and stash sizes were teeny)
If you have a Flamer its probably been duped...
If you have a Laser its probably been duped...

I had encounter a few of those players and they all saved me ammo which is difficult for me to craft. but of course, so many of those so called legit people used duplicate glitches in past to have hundreds of thousands ammunition adding with infinite stash weight glitch ..
Furthermore, it's not like only the one who does most damage or does the killer shot gets all the loot, everyone can benefit from it once you shoot it once.
but if you seriously want to keep shooting every second, go inside any nuke silo and game keeps spawning infinite enemies for you. Kill some nasty annoying broken bugged glitched assaultrons for me which bugged me for days until I could get to level 50.....
and of course bethesda fixing all the player beneficial bugs and brings limits to everything yet never bothers to fix annoying bugs...
I wanna keep selling my tomatoes to vendors to have some money, nope. Can't make more than 1400 caps a day.
Even after I buy something from vendor, vendor doesn't get the same amount of caps I paid, what the frak Todd the Frog?? Do you fail at basic math too?
I filled my stash with junkroll legendaries that taking 1100 weight alone in fasnacht, but nope, I'm not allowed to sell more than 300 legendary money worth a day...
Bethesda playing a major part in why people being tend to use bugs by limiting their freedom. In Fallout 4 I never used console commands nor any mods for months. I just wanted to play the game as it is because it was fun with no limitations or restrictions. I only started installing mods once I had nothing else to do so I wanted to enjoy the game even more with nicey mods, have even more options than the game can offer...
Unfortunately of course nowadays all the online games started being money milking cash grabbers... I play the game only because I have my husband I can play together with, no way I would ever bothered if I was solo. and yes despite all the annoyment it's still somewhat enjoyable to some extend, but I wish we were able to enjoy it a lot more than this...
It isnt uncommon for people to have more then one gaming pc or an old laptop with a 2ed account. Been going on since Diablo 1.
