bethesda is just not capable in keeping control over any situations going on in their game
it's not even about a rickety old engine overheating all the time (that's what every fallout player expects anyway, we can deal with that excellently)
it's about childish planning from the start
best example for this i can think of: why can't i block certain players beforehand?
if a friend tells me they've met a cheater and warns me, i'd like to avoid that person also
but bethesda logic:
i first have to friend request them so i can block them if they chose to accept ? lol

The parts in bold are my emphasis. The code of conduct is quite vague as even a simple act of embarrassing someone can be seen as a violation.
My guess is that all it really takes is someone going to the effort to report with maybe some evidence to enact a response.
It never occurred to you that a reported player is automatically blocked. Instead you assume they got punished.
You honestly think reporting people has an effect other than receiving an automated email.

1 - Build camp in elevated surface (Pylons in Cranberry bog for example)
2 - Wait for someone to fast travel to your camp
3 - Activate another one of your camps, despawning the previously active.
I wouldn't be me if I didn't give any unsuspecting new player the solution to these ones.
If you see a floating camp that could kill you if despawned, always visit it power armor.
