You then want an enclave plasma gun
You WANT it to have the 'reflex' sights AND a stabilized stock (or really any rifle stock, NOT a pistol stock)
it needs to have the correct stock to be either or
the stabilized one is a rifle one
if in doubt look at the weapon, if its short its a pistol
with the stab stock a reflex sight
If your not using it in vats you should be fine without the reflex sight
I have a normal Plasma Rifle V/FFR/25 and it melts anything that walks in front of it ,so yours should be a bit better with the damage boost the enclave has
the enclave rifle actually doesn't effectively benefit from its 3rd star... the best would be vats ap reduction... HOWEVER, you only use the weapon to earle melt with canned coffee (10x = infinite ap for its duration) so its nothing really a bonus
the reflex sight is much the same, it reduces the cost of the vats ap per shot... again its not really important, but IF you want this as a trade gun eventually it needs to have it to hold any value
using commando I hit for 800 damage multiple times a second vs regular enemies...
So yes you could use your heavy and just melt things... the gun is broken for a reason

the point is the enclave plasma flamer is so ludicriously OP that it doesn't need any further damage buffs to melt regular enemies
