It's part of event Collision Course.
But you will see them on the map all over the place if you play long enough each one has its own reward tables, eventually you start dart across map to farm them for blue print drops as well as caps and exp :P Oh and each one is diffrent it brakes up the montony especially the good ones with better rewards those you actually do with other players on the server, as some them have great turn outs like uraninum fevor.
just saying the game leads you to these places and gives you the mission to goto the morgantown airport to investigate... markers, interior exploration... and the event. show piece of the scorched attack on the airport you listen to holos and read about.
i guess the game just dosent handhold players like other games... lets us just wander off down the road blissfully unaware of the need to get inoculated against the scorched plague
and how to follow the breadcrumbs... thanks one wanteland and wastelanders... appreciate you both screwing the start game content up so newer players stumble around for 30 levels before they get to the firebreathers.
Game isn't suppose to hand hold you, its always been more of a sandbox. I mean just wow you don't get that, I guess you never really played any of bethesidias games. I mean I got 400 hours in skyrim and never did the main quest line to the end, FO4 I spent like 300 hours in it before I beat it the first time lol.
Always one these people who think its about speedrunning the main questline in a game literally you can never run out of levels in. I guess you are too use to linear hand holding games where you must do everything by x level or you are a failure lol. I mean with recent patches everything levels to match you, you could do the firebreathers section of the quest at 40 and guess what you will fight level 40s still, but I guess the devs got hold your hand pat you on the head then shout in your ear "PLAY HOW YOU WANT TO PLAY IT!" lol
Figures. Mr. Private Profile talking down to newer players. Try not being so condescending.
Here is more on the Scorchbeasts (beware possible story spoilers!!)

even before wastlanders it was stupid questlining. when you followed the responder way you normaly never visited the major of grafton in time, visiting that area only way after its level range or when you searched for new areas with survivable enemys to level up so you coud follow teh mainquest in higher level areas..
