I think, all the "Nuclear Winter" plans are available as a Daily Op reward, now ... , others will correct that ... . For me, 250 to 500 caps ... .

I sell them for 100-200 caps, it's not a great weapon though might be useful at low levels.

No, it's a low tier legendary weapon with terrible stats. I've gotten the plans from daily ops.
