There was also one wiki page for an armor (can't recall which), that claimed Sleek didn't stack, so you shouldn't use it on both legs, but none of the other armor pages I've looked at have that claim.

I do believe what class of weapon you have quipped makes a difference; two handed and rifles move slower, and I've seen a number of unarmed melee characters outpace my one hand user. I'm not certain, however, and am uncertain if additional speed bonuses assist while you have weapons in hand.
