Rule 8 states the following:
Exploiting of any kind is not permitted. This includes (but is not limited to) discussing, sharing, or executing exploits. This includes trading/buying/selling, or attempting to trade/buy/sell glitched, hacked, or otherwise illegitimate items not available to players, or honestly acquired within the game. This applies to Christmas presents, mole miner pails, wastelander gauss/plasma caster weapons, T-65 power armor, secret service armor/plans, etc).

As Microsoft recently bought Bethesda. Good luck finding someone with the money to buy them out.
Microsoft didn't buy Bethesda (Zenimax) and have no real say in anything. I'm not an expert on US corporate law but the deal was something like this.
Microsoft created a company called Vault which had maybe 1 employee, an office or postal address, and 7.5 billion in cash assets. That company was then merged into Zenimax. Zenimax retained their name and gained all of Vaults assets.
Any exclusivity deals were not part of the merger to avoid anti competitive laws etc. Microsoft basically found a way to pay Zenimax for a deal under the table and not fall foul of the law.
Bethesda probably saw very little of the cash and if they did it will most likely go to Starfield.
