Not sure what level you are, but it is best to wait until after level 50 to start using legendary crafting. All weapons and armour are at max level by then so you will not be modding items that will quickly become useless as they are much lower level than you are.
Having a decent weapon for 10 levels might be a good thing, if you level slow and do all the stuff, for instance.
Could argue, e.g. in case of wood armor, getting a good legendary piece earlier on, will hold much longer than 10 levels. E.g. i'm still wearing a level 35 piece around 520+. Of course you might then want some specialized armor available later on, and grind to hell. Still i went a long way in terms of caps, to acquire more than a full set of wood armor with AP and weight reduction. (Due to stupidity i had some unnecessary weight reduction in, because i played with "batteries included" at level 2 for too long. Then the food weight backpack...)
