But VATS hit chance is affected by perception and weapon hip fire accuracy. True mods will increase hip fire accuracy, most people however will use aligned parts as they also reduce ap cost per shot.
Just a difficult choice when you can have three effects.
yeah, it's not even consistent on the same server, or from one minute to the next, for that matter, which is frustrating.
I thought it was hip-fire accuracy but I wasn't quite certain. When I get rich (in screws) I think I'll try some comparisons.

I think I need a non-explosive, preferably anti-armor, along with my explodey one; it gets really messy to use explosive indoors where you want to scavenge stuff after the enemies are dead. Explosive isn't the greatest if an enemy gets right up in your face either....
Another great thing about the rifle is how ammo efficient it is. I'm used to auto-rifles and I constantly have problems keeping in ammo for them. The lever action is very easy in that respect (and all the bags from the spooky scorched help too right now, of course).
So I'm actuallly using the bad one more now even if it does far less damage, because it hits.
They both have the same receivers, barrels, stocks and sights.
