If you intend on using the same camp slot for every camp, then yes
and does that mean if i build say a tower in "slot 1" and later move camp "slot 1" to a new location, the tower gets dismantled and "slot 1" is empty?
Meaning you don't move camps at all, only the workshop device.
Yes in the map on the top left there should be 2 camp slots available to you. You can switch the slots depending on which you want to use at the time. When you select the one you havent started using yet you will have a free camp placement. Movement works the same way. You select you active camp and you can move it at will. This is useful if your camp is blocked you can use your other slot to put down your active camp.
But since that feature is effectively pointless as placing an existing blueprint nearly every single time results in a "cannot be placed" message, you'll be forced to rebuild it from scratch.
Yup, placing a blue printed camp in a new location has a 99% chance of failure. The ground won't be exactly the same levels, something somewhere just won't like to be put down there.
Unless you have an extremely simple camp, it's going to be much easier to move the camp, break down the blueprint which gives you all of the pieces in your stored tab, and then put it back down in a layout that matches the new terrain.
Note, if you activate camp slot 2 and build it somewhere else. You will have to start over again with items because it doesn't free up the pieces in camp 1, because it still exists.
