Events where scorched spawn such as Collision course event at Morgantown airport and the line in the sand event at Fort Defiance are both good. Line in the sand better as there are way more scorched so more chance of getting the spooky variety.
I have been seeing them fairly regularly but there are big periods where i don't see any for a while. Not really felt any different to treasure hunters to me.

-Sutton
-Greg's mine supply
-Camp Venture
-Groves Family Cabin
-Summersville docks and dam
-Morgantown trainyard
-Charleston/capitol building area
And as said they can spawn in any spot that spawns scorched, so instead of fast traveling it's often smart to run from one spot to another.
Didn't think about the others to be honest.
(Then I got that weird bug where you get an empty air drop near you, or even inside buildings in your camp, every time you fast travel).

also any event that has scorched has a chance
annnnd if you steal their ultracite ore near fissure sites you can get some in the spawns
(just take 1 ore at a time and they will spawn each time you take some ore)
