Is buying items from external websites always against TOS?

I have bought and spent hundreds of legendary modules to craft a 3-star Fixer Vampire Explosive. But after months of grinding I haven't been able to get this roll.

It's SO frustrating, that I'm thinking of buying this weapon for real $ from an external website such as G2G. But is this always against game policy and therefore reason to get banned, or is it only against TOS when buying 'illegal' legacy guns?

BTW: if someone has a VE fixer, I'll gladly pay with flux or anything else. :)

and its not a long eula... so reading thru it isnt a bother.
but as posted earlier. third party crap is against the eula we all signed.
be it items weapons armor junk stimpacks caps etc. selling of these items is also against the eula. and as per the first paragraph above, has ramifications. this eula is a big reason, besides human follow ups, that exploiters and cheaters and dupers have no argument.
they violated the eula and the result is ban. perma ban for a lot. temp bans of different lengths for others. even using mods, including "safe" ones is against this eula. it does not say some files can be used it says NO third party files. including modifications to the game files. it HAS to say this. or else it give permission to use third party files you cant exclude one file and allow another from the same mod page. is it a heavily policed section of the eula? nah. but it does not matter if it is or not. its a choice to violate willingly or not.
buying anything from a third party website is supporting the dupers and exploiters selling their ill got items. why the hell would a normal player wish to enrich a cheating dbag?

please dont be dumb dont pay actual money for a gun, just get onto trading discords and try trade for stuff of value and make your way up ,thats how i got a legacy and some other good trades
