I don't have Smiley in Wayward

I just start this game 2 weeks and finish the Wastelanders quest line form Wayward Souls to The Elusive Crane. I think this is the only main quest line I did finish, never raid vault 79.
So should Smiley appear after you finish The Elusive Crane? or you must finish all the main quest line to make him appear in Wayward?

once you can get gold he will appear

You need to raid Vault 79, then Smiley will unlock for you and you'll be able to buy 300 gold from him per week for 6000 caps.

NOTHING gold related will happen until you finish the gold related questline. including earning reputation to gain the top level rep blocked plans. or even being able to see the plans for sale until its finished. both factions quests can be done up to a certain point then you have to pick a side to go in with. at the end you get more choices but once its all said and done... THEN the gold grind can begin.
