Whispering in the Dark - good or no good?

Someone was selling the plan for like 3k. I figure it's rare as I've never seen the plans before, but not very good considering the price. I bought it anyway, cause what the hell right? It's not like I'm gonna find a The Fixer plans. Even if I did I'd Imagine they be be damn near max caps anyway.

It drops from daily ops. Whisper in the dark used to be a survival reward weapon before they made it a craftable legendary. Its terrible as its a nocturnal weapon.

Ah well, like I said what am I saving all these caps for. It's not like I'm gonna find a The Fixer plan as I think it only drops from one event and is rare for that event.

Situationally it's alright, but only until you can get your hands on something better. All nocturnal weapons are like that.

Anyway, does anyone know the damage spread from day to night? Seems regular assault rifles are 54, note that is with rifleman perks equipped. Also yeah, I got the name wrong it's whistle in the dark.
