But personally I think it's better to create a new character rather respecing.
I run 3 characters with very distinctive builds. Last character I made 8 days ago and she's close to 90, so leveling is certainly not a difficulty.
If you are on Fallout 1st you can transfer plans and items easily between characters anyway.
Alternatively ask someone you trust to help transfer the items.
Doing it on private worlds are very risky aswell. The server have a high chans to crash when you swish characters.
OT: Next patch comes with a respec system, it will save perks and specials. You can have multiple builds on one character with different special stats and perks.

While it took around 20 levels to readjust the SPECIAL to the new build, i had most of the cards and some guns ready for the new build
I just switched cards around and played with less than optimal SPECIAL and a few missing key cards from lvl 120 to lvl 140
You know what ?
Game is easy enough that it didnt matter at all
Stuff was dying fast anyway...
Now, real fast respes or saved loadouts would be of course much better and less frustrating

Sure, once you have 350 levels under your belt, without too much experimentations, you have enough perk points to switch build.
